Consultant Information for

Carol Swinney

Carol taught Spanish and French at Hugoton High School from 1972-1998.  In 1992, she was recognized as a Milken Family Foundation National Educator and in 1993 she was named Kansas Teacher of the Year and Disney Foreign Language Teacher of the Year.  Since 1998, Carol has served as the Director of Distance Learning at SWPRSC.  Carol continues to believe that positive communication is the key to both educational and personal success in the 21st century.

In addition to her responsibilities with the HSPN interactive television network, Carol actively supports video conferencing opportunities for both SWPRSC and member districts.  She is active in state-wide distance learning organizations: Kansas Association of Interactive Distance Education (KAIDE) and the Kan-ed statewide initiative.

In February of 2010, Carol was named SW Kansas Coordinator for the PERK (Preparing Educators for Rural Kansas) Grants.  As such she serves as a liaison with MidAmerica Nazarene University (Olathe) and coordinates services for six southwest Kansas school districts: Copeland/Montezuma, Deerfield, Lakin, Rolla, Stanton County, and Sublette.

While at SWPRSC, Carol has been involved in the creation and support of online instruction.  Using the Moodle platform, instructors have created a variety of courses which include bilingual options for the second language learner.  In addition, she has facilitated the Hispanic Symposium and Latino Student Leadership events and joined in the creation of the RealWorld video project.  Carol has been instrumental in the creation of a series of workshops to help teachers prepare for the ESOL Praxis test.
